Fixed the path to epubcheck in Windows batch #10

Updated epubcheck to the latest 4.0.2 and deleted old libraries completely.
Fixed the path to epubcheck written in batch files.
Added processing of epub 3.1 samples directory.
Added .gitignore file to ignore the generated epub files.
Modified shell scripts and batch files for both to produce the same results.

I tested all batch files on Windows 10 and shell scripts on CentOS 7.


          Fixed Windows batch to work and updated epubcheck.
