Hazard deletion is not decreasing the total number of hazard datasets

When deleting a hazard, the hazard service calls the dataset service to delete any associated hazard datasets; however, when determining if the quota should decrease, it checks the dataset type. Since the introduction of the semantic service, the types such as "ergo:deterministicEarthquakeRaster" were renamed "ncsa:deterministicEarthquakeRaster" since the types were not finalized. Because of this, the code that decreases the usage doesn't get called and leaves the users usage unchanged. It's unclear if this is related to #261
