S3: Uploading files to S3 also creates an empty, local dataset folder. #4074

This was found during S3 testing. Since this happens in a different place in the code than upload (ingest I think) it was suggested that a separate ticket be opened. Other than housekeeping this should not cause a functional issue.

I have tested this fix and it works. Also checked export, etc.
