This PR contains all the work to get the steering motor and encoder into this board. We removed throttle as well. This makes this node very poorly named, and the docs dont reflect this yet.
I would update the docs to actually match what this does, then merge it in. This branch is required to actually use the kart.
Keep in mind there is something causing this code to hardfault. I solved this by adding a watchdog that resets the CPU if it crashes and that seems to work, but it is incredibly scetch lol.
