This allows other plugins to register a hook to add a middleware or something else to the ASP.NET Core application.

This makes sure a Client-Mod-Processed header is added to each request, instead of just the gamelist endpoint. Needs Impostor/Impostor.Http#1

This adds an event that can be used to register middleware or something else.
Also cleans up a temporary hack that was used for this in ListingManager and bump the version to 0.2.0
