Context

In the end, we prefer checking node-configuration hashes only in the new command check-node-configuration (introduced by #923), so removing this feature from create-testnet-data.

• Note that I did keep the refactoring from this commit: 3bf4711 (#908) which was a QoL improvement, as well as some improvements to prototypes (IO -> MonadIO m).
