Make Plutus v2 cost model decoding era dependent

Upgrade cardano-cli-9.2.0.0
Upgrade cardano-api-9.1.0.0

This PR makes reading of Alonzo genesis optionally era-sensitive. The era-sensitive part is the reading of Plutus V2 cost model in alonzo genesis. This should only matter for test environments, as the cost model is not present in mainnet genesis.
