A link back to proposal discussion to allow voters to verify that a governance action has gone through off-chain discussion.

IMO this should happen in the background when a proposer goes to submit their proposal as a GA.
GovTool can automatically add the link to proposal discussion for the proposal to the GA metadata file.

@Ryun1 I misunderstood your issue. This is about adding a link into the metadata. Does GovTool currently display a link to the discussions in the "Voting" stage of a GA? I don't know and can't check now.

It doesnt, but if we were to add the link in as a "reference" then the link back to the PDF would be shown
