GA submitter - happens that during submitting GA with the same metadata and using the same jsonld - file is wrongly reported as not matching

Occurring when GA with the exactly same metadata and file is submitted second time.

Used metadata for 1. and 2 try: https://raw.githubusercontent.com/mpawel79/testrepo/master/Info.jsonld

To reproduce:

1. Submit GA with a meta data - all should go fine. Eg:

3. Submit GA again with exactly the same metadata - 2nd time file is reported as not maching.

OK now - the same file reused without error.
Both cases with: download and skipping download goes fine now.
