Now that we have healthchecks in our docker containers (Islandora-Devops/isle-buildkit#370), take advantage of those in the service dependencies.
Also, add a healthcheck to traefik.
And fixed up the CI tests to make it easier to run (and work on mac when the env vars aren't set)
