Avoid blocking call to "open tz-file" and avoid blocking import of tzdata module.

Can you also please create a new release after merging this? All merged PR's from the last 18 months are useless until there is a new release. Most issues are already solved but nobody is getting the fixes because of lack of release. Maybe also add a License file so other people know what is allowed with this code. |
