Local dev issue with zero nodes #1116

Here's the scenario that was reported and my guess as to what it was:

  1. Someone is developing locally and running Wolverine in "balanced" mode
  2. They shut their box lid, and come back later
  3. Wolverine hasn't been updating that node's health check, so thinks that it is stale, gets deleted out of the table
  4. When Wolverine tries to assign nodes to agents, there's no node

Fix:

Don't delete yourself, always make sure the current node is part of the assignments
