Update issue templates

Description of changes made

• Add templates for refactoring and testing
• Add the question about the involved module to each template
• Change issue template markdown styling

Why is merge request needed

To improve issue reporting clarity and developer workflow.

What is missing?

I've added two templates for refactoring and testing. What do you think about these phrasings? I personally see this as a set of questions that require a short answer in a couple of words or sentences. These answers will help figure out the priority of the issue and how much time and effort is required to make the changes.
