This pull request creates a load_ipums_extract() function to load an IPUMS data extract file.

Included:

  • function and helper functions in the ddi_parser.jl file.
  • export in the IPUMS.jl file.
  • 2 test cases
  • docstrings for all of the functions.
  • 1 additional test file for testing.
