I assume this conflicts with #13195.

Makes interpolation in backquotes work the same as it does for strings.

For example, after this change:

    julia> macro example()
               f = "a"
               esc(quote
                   g = "b"
                   `echo $($f) $g`
               end)
           end

    julia> @example
    `echo a b`

Before, this produced the error "unsupported or misplaced expression $".

This seems like it would be breaking, if we decide to proceed with it, so it's v2.0+ only. Should we tag it that way?

I don't really see much need for nested backticks, tbh.
