Bump gradle-maven-publish-plugin version to fix publication

Recent version bumps (#46) caused this regression.
This PR fixes the publication (issue first seen with failed SNAPSHOT deployment) by bumping gradle-maven-publish-plugin version.

Same fix as was applied in JuulLabs/tuulbox#41.
