For sufficiently large projects I think the per-module org can be nice, but we're definitely not there yet.

Totally agree. My thinking is that these libraries are small enough that I want the documentation easily/quickly discoverable for any developers (and the community) browsing the this repo (or any of our other JUUL repos).

If this project grows, then it could warrant moving documentation to individual module directories (or splitting the library 🤷 ).
