You're changing a comment, not that actual description. You need to change it in the actual localization files. https://github.com/KSP-RO/RealSolarSystem/tree/master/GameData/RealSolarSystem/Localization -- find #RSS_Enceladus_desc there (as the line you changed shows, that's the loc string used).
