Give all rights of DEV_FUND to VOTING and fix tests to reflect this change.

Currently, DEV_FUND should only have

  1. Minting KDAO in presale1 distroStage
  2. Incrementing distroStage

Find all occurrences of DEV_FUND in code and ensure that it has no special rights.
