docs: add new contributor eltociear (#756)

## What this PR does / why we need it:

This PR updates the documentation to:
- Add Ikko Eltociear Ashimine to the contributor list in all README
files
- Include README-ja.md in the list of files in .all-contributorsrc

These changes ensure that the documentation accurately reflects the
current contributors and includes all relevant README files.
