Ticket 47498: New Table Spec for BCR Data

Add FKs as requested in the support ticket.

BCR schema changes to add FKs.
Combine BCR ETL with the main ETL so that the parent tables have FK expected in the child tables.
Drop cds.import_mabmetadata, and ETL directly from mabmetadata.txt into cds.mabmetadata so that the FKs are present when populating the child table cds.antigen_sequence table.
Update and move sample data.
