1. Use background-size custom fitted to FCW's background images to avoid "stretchy" low resolution looks on backgrounds and/or in some cases to foggify or provide different granularity of look in different background contexts.
2. Change background color to match background image so that during pre-load/page construction there is less clash as backgrounds come in.
3. All classes used as links get uniform underline dotted text decoration.
4. Restyle swal pop-ups.
5. Invert active tab and inactive tab dark/light theme to make only a single active tab dark (and thus matching the page content underneath which has dark theme also.)
6. Numerous micro-tweaky adjustments and fitments and (small) retexturing of city dialog.
7. Restyle tech discovery pop-up
8. Restyle default dialog pop-ups and inheritable parent classes.
9. Move governor help button to upper right corner exactly.
