Task to get hold of Leeds mobile library data. Use the 'where i live' service here https://www.leeds.gov.uk/where-i-live

Acceptance Criteria

Script is written to transform data
A CSV in the correct schema is ready for loading
CSV passed through the schema validation

DaveBathnes added the enhancement label
