docs: use doxygen-awesome-css

• docs(doxygen): Use doxygen-awesome-css
• build: Small fix for finding msys2 python in cmake
• ci(windows): install Doxygen from GitHub releases instead of msys2 package
• docs: provide doxygen path as environment variable to sphinx
• docs(readthedocs): use conda environment to get newer version of doxygen, see: update doxygen version readthedocs/readthedocs.org#8151 (comment)
