This merge adds functionality for making MOC basin masks with southern transects to the conda package. The functionality for making MOC southern transect has been moved into the conda package so it can be called from python code. There is still a stub script but everything can be accessed by functions.

Update the script for extracting southern countours accordingly.

Testing

I successfully computed the MOC for a run (20200213.smooth0.GMPAS-IAF.T62_oEC60to30wISC.anvil) where no MOC basin or transect masks were previously available. I will post results shortly on MPAS-Dev/MPAS-Analysis#684.
