NV-IPAM updates:

  • Add support for IPPool CRD
  • Deprecate the configmap
  • Update templates with latest yamls configuration
  • Update documentation
  • Upgrade to v0.1.0

LGTM. It colud be merged once all merge conflicts are resolved and CI passed
