Add Alert component

Description

This PR adds a reusable and flexible Alert component:

A few warnings pop up when initiating alerts

Easiest way to reproduce is to have an address with 0 ETH, then initiate the send flow, and use this as your send to address = 0xdac17f958d2ee523a2206206994597c13d831ec7
