QA the upgrade test site

The test site is now live at https://lametro-upgrade.datamade.us! Now it's time to QA.

The test site should match or improve upon the live site. The main improvement is mostly invisible: The upgrade allowed us to remove an intermediate step in the data pipeline, which means data will appear on the test site more quickly and reliably. The upgrade also addresses a couple of data-related maintenance issues. I've called those out below.

Prompts to consider:

• Does existing data appear as expected? Are agendas, packets, and audio links available and correct?
• Does new data appear in a timely manner, as expected? We'll coordinate testing in the first two weeks of March, after this week's board meeting has passed.
• Do board reports, events, and people have the same URLs on the test site as they do on the live site?
• Are test events and board reports displayed as expected? On the test site, we expect to see test events. Meanwhile, board reports should be displayed based on this criteria. Restore filtering of test events in 2.5 upgrade #508, Restore bill filtering #526
• Are events tagged updated as expected, i.e., if they were updated any time in the last three days? replace updates_made logic #509
• Do maps appear as expected on board member pages? Board member detail: Missing map geojson #361

Other issues impacted by or contingent to the upgrade:

• Board of Directors: Chair and Vice Chair should be listed first #481 List the Chair and Vice Chair first on the list of Board of Directors, followed by other members in alphabetical order.

• allow for multiple values of report type #462 Metro has defined report types as smartlogic tags, so that a report can be classified as multiple types.
