Removed ReliableStateUpdate

RelaibleStateUpdate is no longer a valid "reliable" channel for the relay to communicate over (internal communication)

Repackage

This fixes a previous packaging issue but has no new features or code changes.

Optimization

This release optimizes the relay massively. Sends and receives are now back to O(1) just like in the original LLAPI. (In v0.0.0.1 it was ~O(n) )
