Adding a sentence to clarify the privacy implications of GBFS' stated purpose to be "a uniform format publicly available online."
As part of NABSA's project to clarify and enhance GBFS (see #137 and #163), we are adding this sentence as a precursor to impending clarifications and enhancements. Changes to GBFS to clarify or enhance the spec will continue to conform to GBFS' purpose. This additional language doesn't change the purpose, just provides a description of what that purpose means in terms of PII.
