[GraphQL] generate-config sub-command

## Description

Add a command for generating a `config.toml` file for the GraphQL
service with all its parameters set to their default values.

## Test plan

```
cargo run --bin sui-graphql-rpc -- generate-config /tmp/config.toml
```
