Removal of real vegetation/soil/slope types in CCPP

• UFS used to have real vegetation/soil/slope type variables (and duplicate integer interstitial variables)
• These were removed in PRs https://github.com/ufs-community/ufs-weather-model/pull/804, https://github.com/NOAA-EMC/fv3atm/pull/388, https://github.com/NCAR/ccpp-physics/pull/730

Transition to capgen.py

• Steve on leave until mid October
• Created a new issue to capture the work on implementing the var_action class
• Steve and Dom need to come up with estimated on how long the different tasks take
• Navy would like to use capgen in their first operational implementation, but the implementation window is closing fast (when?)
