select options num is little more ,hover the option it will scroll up a little and always repeat scrolling

Steps to reproduce

use stackblitz clould replicate this problem but must open it in new window if it serve inside stackblitz ide it looks normal
safrai not repeating scrolling chrome has both problem

What is expected?

when options is little more scrolling the item should not repeat scrolling and if hover some option below it should not scroll up

What is actually happening?

repeating scrolling if the option could scroll and hover option item it will scroll up a little
