prep_ocn in nems mediator requires fix for datm #13

The nems mediator currently does the custom merges to ocean in prep_ocn if i2a is active. For the DATM-MOM6-CICE5, this is no longer active after the change to the run sequence. In order for the custom merges to occur when using the datm, the i2a condition needs to be fixed.
