Update variable precision in GFS V16 products (#185)

* 2020911 Jesse Meng increase precision of selected gfs_v16 variables

* 20200914 Jesse Meng increase precision of selective variables for gfs products

* 1)tweak gfs control files for precision change consistency; 2)remove legacy gfs*gsm files; 3)minor change in exgfs_nceppost.sh.

* 1)tweaking in postcntrl_gfs_f00.xml and postcntrl_gfs.xml. 2)remove legacy postcntrl_gfs_newMP.xml.

* Update postxconfig-NT-GFS-F00-TWO.txt and postxconfig-NT-GFS-F00.txt with xml changes.
