Update module files for building upp lib and executable ncep_post on WCOSS, Hera and Orion.
The main changes are:

  1. Update script for build upp lib via GNC make.
  2. Update nceplibs module file used in upp lib build on WCOSS, Orion, Hera.
  3. Update nceplibs module file used in executable ncep_post build on WCOSS, Orion, Hera.

@junwang-noaa I tested the inline posts with upp/8.0.11 installed under my personal account on WCOSS, under NCEPLIBS Orion and Hera. All rt tests can be run though. If you would like to run your tests, you may use upp/v8.0.11 as:
WCOSS mars:
module use /u/Wen.Meng/noscrubd/LIBS/modulefiles
module load upp/8.0.11

WCOSS luna:
module use /u/Wen.Meng/noscrubc/LIBS/modulefiles
module load upp/8.0.11

Orion:
module use /apps/contrib/NCEPLIBS/orion/modulefiles
module load upp/8.0.11

Hera:
module use /scratch2/NCEPDEV/nwprod/NCEPLIBS/modulefiles
module load upp/8.0.11

The changes look goo to me. I assume the code has been tested on the supported platforms.

@junwang-noaa That's right. It was tested on Dell, Cray, Hera and Orion. Thanks for reviewing.
