FV3_HRRR_c3 and FV3_HRRR_gf use the wrong lake scheme

Description

The FV3_HRRR suite and its variants should all use the clm lake scheme (just like the HRRR) unless the variant is specifically a flake variant. Both the _gf and _c3 variants are only intended to add a convection scheme, not change the lake scheme.

To Reproduce:

N/A. Read the suite XML files, and you'll see the wrong lake model.

Additional context

The FV3_HRRR_gf will be used by the RRFS in parallels, and it needs the right lake scheme. Presently, the lake model is disabled in parallels, but there are plans to turn this on.
