What new functionality do you need?

The ush scripts that are run as part of the global workflow should be moved to the GW to make them easier to maintain.

What are the requirements for the new functionality?

No ush scripts that run as part of the global workflow remain in gfs-utils.

Acceptance Criteria

The scripts run properly in the global workflow.
