In spack-stack 1.9.0, the hope is to have oneAPI-based stacks on one systems, so this PR adds compiler-specific flag configuration for oneAPI (IntelLLVM), as well as a Intel.yml CI workflow. Hopefully we can do a release some time between now and then.
Note that the classic one was failing when USE_OPENMP was left enabled, so I'm disabling for now. See #283.
