[Developer Issue]: Render pkgdown website on pull request

Issue details

The current checks on pull request do not render the FIMS pkgdown website to confirm that the website is working before merging changes into the main branch. See this example in pull request #594, where all checks passed but the pkgdown website is not working.

We can create a workflow that is similar to the render-on-pull-request.yml from the case-studies repo to make sure the pkgdown website can be built before merging changes into the main branch.
