Release version v0.1.0 marks the functioning version of score-monitoring designed to work with Cylc v7.9.3.

Functionality in this version includes the cylc suite for monitoring each date time in order with file checks for files less than 30 minutes old and systematically harvesting and storing metrics for file counts, inc logs, and background files. There is also the ability to "register" necessary values for storing data in the database.
