Hi, sometimes when I have a network or power outage my Nethermind fails to find peers after that. It can run for hours w/o peers until I notice and restart it. Today it happened again and I wonder if it is a known issue?

I had a power outage today, so I guess that when my server has restarted and my docker container restarted my internet connection was not ready yet. That's why it had zero peers despite the fact that restarting NM usually helps to solve 0 peers problem. A few hours later I restarted it again and it shortly began to sync w/o issue.

Steps to Reproduce
In order to replicate the behavior, please provide a detailed list of steps:

Actual behavior
The client can't find any peers until restarted

Expected behavior
After some time the client should find peers on its own, without the need to manually restart
