Publication Parser added User can select their FIR/ARTCC Based off that if FAA ALL Artcc publications will be processed If the NEXT airacc Meta File is not Found or Not Yet available, the program will not do this part. Output for these files will be in output directory under "Publications"
Fix bug where you can not "run again" and select different airac date. Made Publication Folder All Caps.

Added Publication Parser
If ARTCC == "FAA":
All ARTCC Publications will be completed.
Else:
Only that ARTCC Selected will be completed for the Publications.
