Release Candidate V-0.8.3

Instructions to install:

1. Download the zip file named "NASR2SCT-0.8.3.zip"
2. Unzip the file
3. Keep all files inside it together.
4. Run the Setup.exe

Change log:

• Cleaned up Backend Code including Typos and Folder/File Renames, #126
• If user has cURL, it will be used to download the FAA Meta, Telephony, and WX Station files. If the user does not have it, it will still use WebClient for downloading.
