pgadmin3: drop

The package version is 6y old and was last maintained in 2017. By now we
have pgadmin4 packaged so there is no reason to keep this around.

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 22.05 Release Notes (or backporting 21.11 Release notes)
