urllib3: remove pyopenssl dependency on aarch64-darwin

Description of changes

This pr removes the pyopenssl dependency on aarch64-darwin, unbreaking many dependent packages that do not use pyopenssl.

• Tested basic functionality of all binary files (usually in ./result/bin/)
