electrs: 0.9.13 -> 0.10.1

This pkg now uses rocksdb 7.10.2, the latest 7.x release.
The electrs dev docs recommend using version 7.8.3, probably because this was the latest version of the rocksdb Debian package at the time of writing.

But rocksdb 7.10.2 works fine:

• All electrs unit tests succeed
• Per the release notes, 7.10.2 contains no breaking changes
• I've updated the electrs instance on https://nixbitcoin.org to this pkg, with no issues

Things done

• built on x86_64-linux
• manually tested on x86_64-linux
