haskell.compiler.ghc981: build stage 2 compiler for “native cross” #283773

When we are building a cross compiler which produces code for a similar enough platform as it runs on itself, we can actually also build the stage 2 compiler. This helps e.g. in pkgsStatic where the stage 2 compiler has extra capabilities like evaluating TemplateHaskell during compilation (within limits).

  • For non-Linux: Is sandboxing enabled in nix.conf? (See Nix manual)
    • sandbox = relaxed
    • sandbox = true
  • Tested, as applicable:
  • Tested compilation of all packages that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review rev HEAD". Note: all changes have to be committed, also see nixpkgs-review usage
  • Tested basic functionality of all binary files (usually in ./result/bin/)
  • 24.05 Release Notes (or backporting 23.05 and 23.11 Release notes)
    • (Package updates) Added a release notes entry if the change is major or breaking
    • (Module updates) Added a release notes entry if the change is significant
    • (Module addition) Added a release notes entry if adding a new NixOS module

I'm getting the same error with this branch.

When we are building compiler for a platform we can execute ourselves,
we can build a proper stage2 compiler which unlocks some features that
are interesting for e.g. pkgsStatic.

The resulting compiler is technically a native compiler that's prefixed.
