This safety check caused issues with ArbOS 31 where the WASM module root went live a week ahead of the actual ArbOS upgrade, and caused newly booting nodes to fail earlier than expected. It seems like it's causing more problems than it solves. Incompatible STFs should already be handled by new ArbOS versions which the node will fail to upgrade to.
