Fix logic of getNullableType of csharp server and client. #3537

PR checklist

Description of the PR

nullable is default to false. Also fix non-nullable guid type and tests.

Upgrade Note

To make a property nullable in OpenAPI/Swagger spec 2.0, please use x-nullable: true

* csharp-netcore: Replace null literals with default

Same fix as applied to the csharp generator in #3537
